Low-bids are often loaded with "b-stock" gear

B-stock is equipment that has already failed and been returned
to a manufacturer for replacement by a dealer. Generally,
a reputable dealer will not accept a product that

has previously failed out-of-the-box,
and for good reason.
All of the products we specify and
sell are new from the factory and we never accept "b-stock"
goods on any of our orders. Saving money is one thing,
creating problems is another.
