Mesa County Public Hearing Room

Grand Junction, COWSPA, Inc recently completed the installation of three integrated systems for the Mesa County Commissioner Public Hearing Room historic renovation. The systems included a document camera system, audio and video presentation systems. The county issued a Request For Proposal that outlined the specific requirements of each system along with details regarding the historical construction constraints of the building.

Each system was to be bid individually and as an integrated system so that the county could decide which proposal(s) best met their needs. Based on the merits of the proposals received and after reviewing all for design criteria, performance, maintenance and ease of operation, and secondly cost Western Slope Pro Audio was awarded all three integrated systems.

The video system is anchored by an NEC PlasmaSync 61MP1 61” display monitor and two Pioneer PDP-502MX 50” displays.

The NEC 61” monitor was mounted on the wall angled for viewing by the council Dais. A structural build out was required to support the monitor with coordination for same completed through WSPA, FCI Constructors, and Chuck Rose- Mesa County. Old lath and plaster walls in the building required that the mounting be strong enough to support the monitor’s weight and that the impact to the room be minimized. Once the structural build out was completed, a standard wall-mounting bracket for the monitors was installed allowing the viewing angle to be set to optimize the view from the Dais.

Features such as split screen display and digital zoom make the 61MP1 a very effective presentation tool. Being optimized for multimedia allows virtually any signal for any input source – whether it’s computer, conventional video or HDTV can be connected.

Complementing the NEC monitor are two Pioneer 50” displays mounted on Peerless rolling carts for audience viewing. The PDP-502MX reproduces remarkably bright and high-contrast pictures while maintaining a high level of resolution for the audience seating area. The Peerless carts provide mobility and flexibility for the space and allows the monitors to be removed for storage or use in other parts of the building as needed.

All video signals were connected to the system through a combination of Inline products that provide source switching, scaling, and signal amplification to ensure optimum video quality and flexibility.

RGBHV computer connections were routed from the Clerks position, document camera/slide presenter, presentation table and podium to an Inline IN3554 – 3546R, a combination video and audio switch that provides audio-follow-video operation. Composite video and S-video connections along with the output from the IN3554 RGBHV switch then feed an Inline IN1403 scaler/switch. monitor feed were distributed to the system by an Inline IN3525HR distribution amplifier ensuring each display or monitor receives the highest quality image. The Document Camera System includes an Elmo HV7000-SX visual presenter and companion TRS-35XG Hi Resolution slide film presenter. The HV7000-SX delivers more than 800 line horizontal resolution for clear, crisp image display, combined with the powered zoom, auto or manual focus and NTSC/PAL compatibility the HV7000 is a powerful presentation toll for virtually any document. Simple connection of the TRS-35XG adds the ability to do 35 mm slide film presentations viewed on the plasma monitors.

All audio sources were automatically mixed with BiAmp VRAM automatic mixers. The VRAM is a variable source 10-input, 2-output programmable auto mixer. Two VRAM mixers were linked together to accommodate the 15 sources in the system. Control of the mixers is available at the Clerk position via RS232 PC control.

Nine Shure MX-412D/C desk microphones were installed on the Dais for each Commissioner and the Clerk. Priority is given to the Chairman’s position through the VRAM mixer. Three additional MX-412D/C desk microphones were installed on the presentation table. The MX-412D/C desk mike features an on/off switch on its base for privacy conversations. A permanent mount MX-412S/C gooseneck microphone was installed on the Podium.

For those times when public comment is welcomed a Shure UHF wireless microphone system with a BG3.1 handheld transmitter is available with a stand that allows placement near the audience.

Apogee Point 5 2-way loudspeakers were installed along each side of the audience seating area. The Point 5 provides an unobtrusive installation with custom color completed at WSPA, Inc.’s shop in Montrose. Three speakers were installed along each side with delay, EQ, feedback filtering, and limiting provided by a Shure P-4800 system processor. The Apogee speakers provide excellent coverage with horizontal and vertical dispersion of 100 degrees.

The Shure P-4800 ensures maximum performance from both the microphones and recorded audio sources. Two of the available four inputs on the P-4800 were utilized to deliver a live feed for distribution to the speaker system and a separate input used to process the recording feed to the Clerks PC recording system.

A Crown CP-660 six-channel power amplifier provides power for the speaker system. Each channel of the amp is used to provide full-range audio at 60-watts per channel. The matrix capability of the Shure P-4800 allows each amplifier channel to receive its own EQ, limiting, feedback control, and delay settings as necessary, thus providing seamless audio quality throughout the room.

All components were mounted in a Middle Atlantic wall rack located in a storage area adjacent to the council room. Power for the system is conditioned and sequenced for quiet operation by a Furman PS-PRO power conditioner/sequencer.
